What Italy Requires for Dogs & Cats
The rules aren't complicated, but you must follow the sequence exactly.
Microchip (ISO-Compliant)
Your pet must have an ISO 11784/11785 microchip.
If the microchip came after the rabies vaccine, that vaccine doesn't count — you must redo it.
Rabies Vaccination
Administered after microchipping.
Must be at least 21 days old before travel. Three-year vaccines accepted as long as they're current.
EU Health Certificate ("Annex IV")
Issued by a USDA-accredited vet, endorsed by USDA APHIS.
Valid for 10 days for entry into the EU.
Airline Requirements
Each airline has its own rules for carriers, crate sizes, seasonal heat restrictions.
Most airlines only allow one pet per carrier and limit cabin slots.

Microchip Your Pet (If Not Already Done)
ISO-compliant only. If your chip does not scan in Italy, they may deny entry.
Rabies Vaccine After Microchip
Must be valid, must be after microchip, and must be documented.
Book Your Travel Before Completing Forms
The health certificate requires flight information.
Visit USDA-Accredited Vet (Within 10 Days of Travel)
The vet completes the EU Annex IV health certificate, which then must be endorsed by USDA APHIS (in-person or via online portal if your state supports it).
Airline Carrier Requirements
International carriers require: IATA-approved carrier, vet fit-to-fly statement, weight limits for cabin travel.
Arrival in Italy
You must enter through a designated Travellers' Point of Entry. Customs reviews your paperwork. Most travelers report lenient but thorough checks.
